Issue
Recharge is too long to prove viable.
Skill is overshadowed by non-elite Life Siphon.
Suggestion
Change functionality to,
10Tango-energy.png 1Tango-activation-darker.png 6Tango-recharge-darker.png
Elite Hex Spell. For 6...12...14 seconds, target foe suffers 3...5...6 Health degeneration, which you gain as Health regeneration.

Careful buffing this skill as it can result in permanent -10 degeneration builds

This skill is trash.


Suggestion
Increase energy to 5, decrease recharge to 8, set duration at 12 seconds. It would give 2...5...6 degeneration/regeneration while that foe is not suffering from any other hexes and 1...3...3 degeneration/regeneration otherwise. This means that if you stack it with other degeneration skill is it just an elite Life Siphon that costs less energy.

Recharge is too long to be viable, but simply buffing it would make it severely overpowered. I'd say, give it a total rework.
Suggestion
5e 3/4c 1r "Target foe suffers from -1...3...4 health degeneration, which you gain as regeneration. This hex ends when target foe is suffering from another Blood Magic hex." <-- Simply a very slightly stronger Life Siphon with a lot better recharge, with the last effect to stop abuse from using it with Life Siphon.

How about turning this into a healing skill?

Suggestion
Decrease degeneration to 1...3...4, increase regeneration to 2...8...9. Reduce recharge to 6 seconds and change duration to 10 seconds.
