How about an optional dedicated items feature that restricts item usage to a specific character? That would eliminate hacking for financial gain. A more vigorous implementation could make the items unsalvageable, unsellable, and undroppable to eliminate hacking for reasons of malice. ArenaNet could sell additional storage slots to players who want to lock down a lot of items.
I see the following benefits from this implementation 1.) It doesn't require a live support staff person saving ArenaNet money. 2.) It doesn't require judgment to decide who's being honest. 3.) It doesn't effect the economy because players weren't planning on selling those items anyway. 4.) The feature is optional for those who want to use it. 5.) It doesn't involve item duplication so there's no risk of copies. 6.) It's not a perfect solution but it's better than doing nothing and more importantly, once it's implemented it doesn't need to be updated. 7.) Some of the code might already exist.
