60 damage doesn't really accomplish anything. In lesser arenas the interrupt can save you a second against a devhammer/sin chain but that's all.

Suggestion

0.25¼ Activation time 15 Recharge time

Signet. If target foe is using an attack skill, that foe is interrupted...

  • ...and lose all adrenaline. (SV)
  • ...and all of that foes attack skills are disabled for 3...9...10 seconds. (Old WoD)
  • If target foe is using an attack skill, that attack skill backfires on that foe. (Confusion)

With any of these changes it could effectively halt spikes.
