New Vanguard quest

So I think it would be nice to have a Vanguard quest that had something to do with River Scales and Lakeside County. Y'all have two that deal with Undead, One dealing with Grawl, Several dealing with Bandits and Charr. Why didn't y'all do one with Scale?
