Fast Casting is the primary attribute of Mesmers.

Each rank of Fast Casting decreases the activation time of your Spells, Signets and Chants by 3%. (No effect for non-Mesmer skills with an activation time less than 2 seconds.)
In PvE, each rank of Fast Casting decreases the recharge time for your Mesmer skills by 3%.

Chants can be stacked, but their effectiveness does not stack. For example, if a 10 second regeneration chant was placed on an ally with 5 seconds of regeneration still remaining, that ally would not gain extra regeneration but the chant would have 15 seconds remaining.
