Glowing Skills + Shock Arrow

These skills (Glowing Ice, Glowing Gaze, Glowstone and Shock Arrow) were all nerfed because of fast casting, since FC is dead they should be reinstated to not be linked with E Storage, so Ele's can multi spec and still use them well.
