Final Balance Update for Mesmer - PvE only[edit]
Goal / Attempt: Mesmer is almost perfectly balanced, just needs to get a few skills altered / re-balanced.
PvE only[edit]
Cry of Pain 10 ¼ 15 Spell. Increased damage and health degeneration to : Interrupts a skill. If target foe had a Mesmer hex, deals 25...75 damage to target and foes in the area and causes 3...8 Health degeneration (10 seconds).
Ether Nightmare
10 3 20 Hex Spell. Reduced recharge time to 20 seconds, increased energy loss to 10 : Causes 5...10 Energy loss. Target and foes in the area have -1 Health degeneration for each point of Energy lost (10 seconds).
Domination Magic[edit]
Aneurysm 5 1 10 Spell. Increased recharge time to 10 seconds and damage / maximum energy : Target foe regains all Energy. For each point of Energy gained, target takes 1...3...3 damage and all adjacent foes lose 1 Energy (maximum 1...40...50).
Blackout
10 1 10 Touch Skill. Reduced recharge time to 10 seconds, increased duration to : (2...8...10 seconds.) Disables skills. Your skills are disabled (5 seconds).
Hex Eater Vortex
10 1 10 Elite Spell. Reduced recharge time to 10 seconds, increased damage to : Removes one hex from target ally. Removal effect: deals 40...104...120 damage and removes one enchantment from foes near this ally.
Ignorance
10 1 10 Hex Spell. Reduced energy cost to 10.
Power Block
10 ¼ 15 Elite Spell. Reduced energy cost to 10 and recharge time to 15 seconds.
Price of Pride
5 2 8 Hex Spell. Increased energy loss significantly : (5...17...20 seconds.) Causes 5...17...20 Energy loss the next time target foe uses an elite skill.
Signet of Weariness
0 2 15 Signet. Reduced recharge time to 15 seconds, increased energy loss to : Also affects foes near your target. Causes 3...10...12 Energy loss and inflicts Weakness (3...10...12 second[s]).
Visions of Regret
10 2 20 Elite Hex Spell. Increased damage to 55 : Also hexes foes adjacent to target (10 seconds). These foes take 15...47...55 damage whenever they use a skill and 15...47...55 additional damage if not under the effects of another Mesmer hex.
Illusion Magic[edit]
Clumsiness 5 2 8 Hex Spell. Reduced energy cost to 5.
Inspiration Magic[edit]
Energy Drain 5 1 20 Elite Spell. Reduced recharge time to 20 seconds, increased energy loss to : Causes 2...8...10 Energy loss. You gain 3 Energy for each point of Energy lost.

Mantra of Inscriptions
10 0 20 Stance. Increased duration and recharge speed to : (5...29...35 seconds.) Signets you successfully activate while in this stance recharge 10...42...50% faster.
Power Leech
5 ¼ 10 Elite Hex Spell. Reduced recharge time to 10 seconds.
Conlusion[edit]
Right after the Dervish, the Mesmer is in my opinion the second best balanced profession in the game right now and the most fun profession to play. The only changes I consider essential are minor damage increasments and some recharge time reductions (for even more fun and entertainment).
