I think that this skills are useful onfy for Paragons and sometimes Mesmers and Warriors.These skills should begin with these words: "The next time you use Signet,Shout,Chant , etc.".Of course ,the numbers should be reworked to make these skills not too overpower,for example decrease the number of Energy or Heath gain.

In this way,Choruses and Lyrics will be useful even when there is only one Paragon in the team.
