The basic idea is to have one set of armor that is equipped for its stats, and a second for visual appearance (graphics model/skin). This has appeared in a few MMOs, often referred to as an "appearance tab."
One way to implement this is to add a second row of armor slots on the character inventory window, but that might be more work than this suggestion is worth. A simpler implementation is to keep the appearance armor pieces in the inventory, but marked with some symbol to indicate they are being used for appearance (similar to how alternate weapon sets are marked).
Now, it may seem this suggestion is not too useful to GW. After all, all armors are available at max stats and can be customized with any insignia/runes available to a characters primary profession. However, the point of all these different armor sets is for appearance anyway, and that does get limited by how the runes/insignia slotting works.
Imagine I have my Norn armor, and for simplicity, say it is my "health" set. But, I would like to use the Norn armor only in the snowy environments, because it looks appropriate for the setting. If I do a mission/area that requires a different build, say an "energy" set, I'd have to have two Norn armor sets. Similarly, if my health set is Norn, but I want to use a more desert themed looking armor in warmer areas (eg Vabbi armor), I'd need this armor as a health set, and then another copy if I also wanted an energy set. Currently, you'd constantly be using up lots of perfect salvage kits just to switch areas or builds, which I tend to do a lot.
Also, this fixes the issue with warrior helms being attribute specific. If I want my helm to match my armor, but tend to switch between sword or axe, depending on what build is better for an area, I have to craft (and store) two copies of the same helm type per armor model I may feel like using.
Other than it may not be worth the effort (I agree, if this suggestion would take a lot of work, the benefit is not necessarily worth it), I see one other possible objection - which is driving down the rune/insignia market.
Probably only the devs can know what effects this would have (through some data mining). In my observations, I doubt it'll have much effect. Most insignia/runes are already at their base value. A few are at a medium value (under 1k), and only a handful are at fairly high prices. I personally think for most of the runes/insignia that still have value, a good chunk is driven by outfitting heroes. The very pricey ones are likely only every placed on one set of specialty farming armor, which would not change under this suggestion (farming not being something people care overly much about appearance while doing).
