I imagine that underwater weapons weren't intended to provide a bigger ability list above-water, but both weapons provide such entertaining play-styles that it would be a shame not to utilize them above water. Particularly the trident, which acts more like what the staff SHOULD be. Currently, the Guardian lacks any means of long-ranged attack, and they don't even have a zero-recharge healing skill (which water elementalists have). I believe an above-water-trident would solve this by providing a magical long-ranged support-based ability set; something I'm sure most spellcasting guardians desire.
As for the spear (harpoon?), I've seen many people express desire for one, only for it to be limited to underwater combat. Personally, I'm not all that interested in the spear (although, if I had to go melee, I would choose the spear), but it still has an interesting moveset that I think would contribute greatly to the Guardian's current abilities.
If these aquatic weapons are to stay aquatic, I believe that weapons with similar ability sets or play-styles should be added. For example, a wand or book/tome for the trident, and some sort of pole-like weapon for the spear/harpoon.
