Basically, my idea is to make Fort Aspenwood NPCs less interactive with players.
As it currently stands, killing gate NPCs can be a chore for Luxons as the Kurzick team bonds ("bonds" used as loosely as possible; basically, heals) a gate NPC. The same for taking down the Siege Turtles, especially since they have such high damage reduction. If either side has enough healers, any attempts at offense become essentially moot and the game quickly becomes a resign-fest.
I have a few suggestions, any of which might work to fix this issue. The first is that any interaction with NPCs, ally or foe, should be cut off. Only Siege Turtles should be able to damage the gate NPCs, and only allied NPCs should be able to cast spells on each other. (This should not apply to Gunther and the Gatekeepers, nor the NPCs at the Command Posts or Amber Mines.) Aside from these exceptions, only NPCs would be able to harm each other. Given how easily the Siege Turtles could eliminate gates, some significant toughening of the gate NPCs would be required for this idea to work and still be fair.
The second idea is that allied NPCs should simply be invulnerable to skills cast by allies. This would make it easier for NPCs to die, and since (as best I'm aware) many balances have been centered around the issue that Kurzicks could simply bond the gates (such as, oh, Siege Attacks removing enchantments and dealing significantly more damage) there would probably be some re-balancing to do in this respect as well.
