First of all I wanted to make non hex mesmers viable.Its just another fun way to play with mesmer.2nd I want to fix ineptitude,clumsiness and Wandering Eye.As problems arise when you have all 3 * X times on your team problems arise.I +- HALVED the damage of using these skills together and modified WE to another anti-melee ish niche
Let me explain the change to distortion.I rly like the skill as it gives you easy saccrifice to blocking but at a cost.Currently it is used on anything That has infinite energy and about every other caster that doesnt use return.I realise a big part is the NEED for such a blockstance but distortion is just way to cheap.To adress this issue I didn't want to nerf it to the ground so Basicly it still gives people a decent blockstance but it drains people (especially lowspecced ones) much much quicker.I hope this will force people to use it in a balanced way and not just as immunity against melee/ints.

MoI's functionality has been changed allowing for some buffs to the recharge time of signets.Mantra of Recall has been changed into a niche Lyssa's aura has now.Lyssa's aura has been changed into something very usefull in pve (farm builds or anything with mobs) and HA.Signet of Recall's drawback has been reduced.Causing it to atleast be viable.Ether feast's recharge has been reduced to allow a ganking mesmer.This will go well with Illusion of haste.
