add FA/JQ to Zaishen Representative

Cuurently if you're at either FA or JQ, if you decide you want to go to the other, you have to go to the Great Temple of Balthazar first. To fix this I suggest adding the option to be taken to either FA or JQ to the zaishen representatvie, who is currently available in both locations (and for both sides). It should be added to this NPC because he is currently the person who takes you back to the GToB.
