Proposed[edit]

1. Fix the duplicate bug.

Many times the same spell is disabled/duplicated which means that the random mechanism isn't that good, and every time this happens, it is a wasted skill. Sure, it may have synergy with one elite but the purpose should be to shut down different spells, not hope to get an unpredictable Echo like glitch.

2. Do not disable already disabled skills or skills that have recharged less than 50% of the way

You could use Signet of Humility or any disable on a target and that disabled skill/spell could still target for Arcane Larceny/Thievery! If this happens, it's another skill waste on your part, as disables overlap, not stack. And this is never the intended result. And it isn't effective to disable skills that are already recharging either, though it happens. Skills that are recharging act like disabled skills. It is better to have skills that could be used (or shortly will be ready for use) disabled instead, hence why disabling skills that have atleast recharged half the way.
