Over the past year, the elite skill buff updates reworked Whirling Axe and Quivering Blade into more usable and interesting skills respectively. In both cases there's a strong case to be argued that buffs were needed and done correctly. It seems that Forceful Blow has been neglected since Factions release, actually: it's pretty weak as far as hammer elites go, because Weakness is more usefully applied with Devastating Hammer, and damage from Fierce or Mighty Blow. Plus, there's a fairly nasty condition that knocks down the user if blocked. Bluntly put, Forceful Blow is worse than non-elites in Hammer Mastery.
Current: 5, Elite Hammer Attack. If Forceful Blow hits, you strike for 10...34...40 damage and your target is Weakened for 5...17...20 seconds. If it is blocked, you are knocked down.
Suggestion 1: 5 7 , Elite Hammer Attack. If this attack hits, you deal +5...17...20 damage. If target foe is knocked down, Forceful Blow is unblockable, inflicts Weakness and Deep Wound for 5...17...20 seconds, and deals an additional 1...13...16 damage. A relatively strong spike limited only by the hammer warrior's energy management and wise use of Hammer Bash and Bull's Strike. Obviously replaces Crushing Blow on the bar, providing more killing power on a notably shorter recharge.
Suggestion 2: 8, Elite Hammer Attack. If this attack hits, you deal +1...25...31 damage and target foe is knocked down. Combines Mighty Blow and Hammer Bash. It's not clear how to price this one: Devastating Hammer charges in closer to six strikes due to how adrenaline works, and Earth Shaker/Magehunter take (anecdotally) noticeably longer. If this variant is priced at 175 points of adrenaline, it should be decent; 8 strikes at 180-185 points could also work.
Suggestion 3: 5~6, Elite Hammer Attack. If this attack hits, you deal +10...34...40 damage and target foe suffers from Weakness and Cracked Armor for 1...16...20 seconds. I feel that Cracked Armor isn't getting the use it deserves (though it certainly is a strong condition) due to the limitations on inflicting it. Combine this with Body Blow for some interestingness. Preserves the spirit of the original three Factions elites of adrenal-based "spammable" damage with interesting hooks.
