Create a trader of Skill Tomes even just for normal tomes, elite tomes would be nice but not necessary, to standardize what they are worth. This seems very simple and has probably been thought of by Anet Team members so please take the time to create traders for tomes, you have them for runes, materials and dyes, tomes is the next logical step.
