Here is a short list of Elementalist skills that I feel are extremely underused, outclassed by other skills, or have no use in general. Updating these skills to make them useful will refresh the meta, and help better define class roles. These changes have been made with PvP in mind. All gradients are from 0..15.
5 20
Elite Skill. "For 10 seconds, you have +0..40 maximum Energy and 5 health regeneration. When Energy Boon ends, you gain 0..20 Energy. and 0..150 Health."
5 1 30
Elite Enchantment Spell. "For 5..65 seconds, all of your elemental attributes are increased by +3..6 (maximum 15). You gain +2 energy regeneration. This skill ends if you use a non-Elementalist skill."
10 2 10
Hex Spell. Hexes nearby foes. For 5..20 seconds, whenever a hex or enchantment ends on foes hexed with Elemental Flame, those foes are set on fire for 3..5 seconds.

Spell. Target for is struck for 25..85 cold damage and is knocked down for 3 seconds. You are exhausted if that foe was not under the effects of an Elemental Hex.

Hex Spell. For 2..12 seconds, target foe moves 66% slower, but has +40..10 armor against physical damage.
10 ¾ 45
Elite Enchantment Spell. For 60 seconds, if you're wielding an earth weapon, your melee attacks strike for an additional +10..25 earth damage and cause weakness for 1..6 seconds. You have +10..24 armor while attacking.
10 ¾ 10
Enchantment Spell. For 5..15 seconds, target ally gains +24 armor. This enchantment renews itself it that target ally is struck with a water hex, and ends if they begin burning.
