Changed to skill, only a few things anyways could remove/counter this so it barely matters, making it a skill removes the synergy with - 20% enchant mods, glyph of swiftness/renewal, arcane echo, 40/40 sets etc
Adding the disabled prevents people from shortening the recharge as well
Removing the "lose all hp" lets you use this as an anti spike skill, or give you protection while you spike
