Issue

Nerfed to death, unreasonably long recharge due to being overpowered in zergway/Para only teams.

Suggestion

Make it recharge on all bars to remove copies of the skill on other allies affected, this way a single motivation paragon can be stronger in a team with other non paragons while not as strong in a team with all paragons, same method should be used on all paragon party-wide skills. It also makes it easier to balance since multiple uses of the same skill will have less to no effect.

Elite Chant. For 10 seconds, the next time each party member within earshot uses a Skill, that party member gains 45...97...110 Health. Skills named Song of Restoration on other affected allies are disabled for 15 seconds.
Reasoning

Para only teams was hard to counter due to their unremovable buffs are party wide skills, now they have become a laughing stock with a bunch of more or less unusable skills (not counting cruel spear para or spear focused paragons in general that has a limited use in some teams) This is one of my suggestions to the paragon profession
