Hmm strange and hard suggestion... You state atm that the illusions and shatters are useless - so you suggest the new skills i presume? So far so good but there is a lot balancing problems in your logic - if you wish i can state why illusions are not weak at all(and yes they can hardly be used to really confuse the enemy that the illusion is you) and the shatters ain't also, but first your skill suggestions.
redirection - An unskilled player will loose a lot of target based spells casting in the nothingness and that will make the spell with bigger cooldown than blind, on the other hand a skilled player will loose only 1 spell before realise it and the bigger cooldown will work in his advantage.(low skill - OP; high skill - UP... not good for the mesmer)
pipeline - after that triggering the same cooldown as the normal spell, fair enough, a nice suggestion
Replacement - quite questionable spell - in a melee in WvWvW you can switch with enemy, doom him in your forces(because his health bar will turn red and everyone will watch for this), and escape with invisibility? It might cause big problems.
Counter heal - <enemy> - what is the application in pve? And is this really balanced for elite skill, i can't really tell?. <ally> ok its good, even it might go for 33%(to counter poison)
Counter condition - damn good, i have nothing else to say for it.
shatter skills - should i understand this as: the shatter skills are the ones making illusions -> you remove the illusions from normal spells -> you want full remake of the profession? That's a little bit too much, but still all 3 of them look good.
Even so i don't understand why you think the illusions are weak(actualy for sword's spells you are 100% right, the swords have no application in high pve nor pvp, but the rest its quite damn good), and i presume your thinking of the shatters is because of the Mind Wrack, isnt it?
