First, despite the image created by TV, movies and other media, a Musketeer is specifically a soldier armed with a musket- he's a rifleman, a shooter, a ranged-attacker. The term "Musketeer" refers to a soldier specializing in firearms. It's very strange for you to throw in magic and spells into this character. Perhaps you could expand his repertoire to melee weapons like swords and daggers (for the inevitable close combat clash once the two armies meet), but magic is just strange and more than a stretch for the concept.

Second, the weak spot mechanic is redundant and complicated. There's already a vulnerability condition in the game and lots of professions can inflict it. Also, where vulnerability is simple and easy to use, your mechanic is limited to just Musketeers (the only ones who can see them). You also say that there should only be one Musketeer in a group even though this limits the effectiveness of the weak spot mechanic.

Third, your idea takes bits and pieces from other classes too much- the Musketeer basically does what most of the other professions already do without really doing anything unique or original. Even as far as he's supposed to mix things up between melee, ranged and magic, several professions already do that: Warriors, Thieves and Rangers can go melee or ranged; Guardians mix melee and magic. It's also possible that the last, unrevealed profession will be able to mix magic and melee (especially if it's the Mesmer), so this Musketeer class may also be redundant with him.

Fourth, you specify that this profession relies on speed and agility to protect himself. The Thief already does that, thanks to his many skills that involve dodging back and away from his foes. You seem to be going for a swashbuckler kind of character- that's the Thief, the Ranger and possibly even the 8th and last profession.

Fifth, where you made your Musketeer extremely versatile and flexible, you also may have made him to cheesy and powerful. As I said, he does everything. Not only does he intrude on the characters, designs and play styles of already established professions, he mixes it up together so that a Musketeer player can choose the strengths of those professions while avoiding their weaknesses.

Sixth, while I want to finally see Rapiers in the game as a skin or model for Swords, you're implicitly asking for Rapiers to be a distinct and unique class of weapons. This is redundant and wasteful since Swords are already in the game.

Seven, I'm no lawyer, but if you want ANet to be able to use your idea, explicitly reminding them that it's your idea and that you own the rights to it will stop them from using it. They'll have to negotiate and license it from you. If they're to modify it and change anything, they're going to have to consult you. Remember: these are freely made suggestions to ANet to help make GW2 better; paying for ideas will just make it harder for ANet to complete and run GW2.
