No it's fine like that doesn't need anymore changes. The recharge is good, the duration is good and the cost is good as well and the casting time allows it to be interruptible keeping in mind that untyped skills are generally harder to interrupt and harder to counter. If you want a decrease in casting time 3/4 is the minimum and should not go beneath that ,and don't go comparing it to Blinding Flash and Blinding Surge nor conditional blind skills please since the blind of Throw Dirt is unconditional.
