I do like the second version. I'm a bit concerned that it could open it up as a spike skill again, but even 8 people dealing ~50 damage to a target won't kill it alone, but if they get an Enchanted (e.i. Conjure Flame, Fire Attunement) target it's ~800 damage. That's a bit too strong. Perhaps if you cut the secondary damage in half (~25) and make it hit at adjacent or nearby range? That would be ~400 to the main target, then ~200 more to that foe and those in range. To the target, it'd be about ~600 which shouldn't be enough to KO a target at full health or protected. But it still seems very...spiky. I do like the second suggestion function, though. Having it conditional on the foe makes it less abusive, I think. I know you probably don't want to balance this around an entire team of them - but that's what happened with it upon release and I promise you it'd happen again.
