Seconded. A simpler option, though, could simply to make Aggressive Refrain apply -20 armour when active (how often do the conditionals that trigger off Cracked Armour come up in PvE, anyway? And even when they do come up, they're probably accompanied by allies that can provide it anyway, so having the AR penalty stack with Cracked Armour actually probably makes it a light nerf...)
