Individual sysops have the right to block/unblock users as they see fit. They are responsible for using these powers well, including abiding by the same procedures as non-sysops when there is no strong reason not to.

Any conflicts between sysops' opinions and judgments can ultimately be resolved by ArbComm if necessary.

3 months after this proposal is accepted, anyone who has not had an RFA start and pass successfully during that time shall lose their sysop status.
