Warning: Don't even think of filing a block appeal request here until the project goes live.

How this would work

Filing

• Someone creates a block appeal page at [[Guild Wars Wiki:Projects/Block appeals/Username-YY-MM-DD]], using the date of page creation. Block appeal pages should only be created at the request of the account holder.
• If the appeal page does not conform to the formatting standards, it should be cleaned up to meet them.
• Each account can only have one active block appeal page. If a new block appeal page is created while an old page is still active, the new page should be tagged for deletion.

Voting and discussion

• An uphold vote is placed on behalf of the last sysop to place or lengthen a block on the account.
• Only sysops and bureuacrats are eligible to vote. Any interested sysop or bureaucrat may vote in one of three ways: uphold, shorten or lift. Shorten votes may specify a duration.
• Discussions are restricted to the talk page, and should stay on-topic.

Cancelling and changing votes

Cancellation

• Votes are cancelled by marking them with strikethrough tags.
• Bureaucrats and sysops may cancel their own votes.
• Anyone may cancel the vote of someone who is not currently a bureaucrat or sysop.
• Cancelled votes should be moved below active votes.

Changing

• Eligible voters may change their votes at any time, they should do so by cancelling their old votes and placing new votes.
• Any shorten vote with a duration which exceeds the block's remaining duration should be moved to the uphold votes section.
• In order to prevent misunderstandings, if a vote is moved or cancelled by anyone other than the sysop who made the original vote, whoever moved or cancelled it should leave a signed comment with an explanation after the vote, such as ''(Cancelled: resigned. -- ~~~~)'' or ''(Converted from shorten to uphold: Block has been shortened. -- ~~~~).

Shortening

Two criteria should be met before shortening a block:

• There have been three or more valid votes.
• The combined number of valid shorten and lift votes must have continuously met or exceeded the total number of valid uphold votes for the past week.
• The first two criteria may be waived if at least 3/4 of the valid votes are in favour of shortening or lifting.

Once those criteria have been met, any sysop may shorten the block to the next lower default block increment. After doing so, all shorten votes except those which do not specify a duration should be converted to uphold votes.

Lifting

Two criteria should be met before lifting a block:

• There have been three or more valid votes.
• The total number of valid lift votes must have continuously met or exceeded the combined number of valid uphold and shorten votes.
• The first two criteria may be waived if at least 3/4 of the valid votes are in favour of lifting.

Once those criteria have been met, any sysop may lift the block and close the block appeal.

Closing

Block appeals should only be closed if they have been rendered moot (for example, if the block has expired or been lifted), or at the request of the blocked user. Block review pages will be sorted by the date of the last vote.
