I'd say no. And heck, this one may even be worth merging into Ullen River, since they seem to be the same (they appear to merge just south of Tangle Root - Ullen River appears to be 3 rivers that merge into one - one coming from Tarnished Coast, one from Henge of Denravi, the third from Kryta). I don't think that even this river is worth noting. The falls, sure, since its got the faces, but river? Only those named are worth noting for rivers, IMO. Same with lakes and the like. And of such you only got the Ullen River, Elon, and Rijeka River. BTW, the "Tangle Root/Denravi river" is the Ullen River - it's a river that flows from Henge of Denravi south, as well as from Riverside Province southwest (hence why I was talking about 3 rivers in one - two of the three I mentioned are called the Ullen River).
