Not a Sunspear?

When you get the quest, the two choices:

   Accept: "Worry not, Shaurom. The Sunspears will get to the bottom of this." 
   Decline: "I'm sorry, but shouldn't this affair be taken care of internally?" 

It seems that Shaurom is not a Sunspear, as it says "shouldn't this affair be taken care of internally?". This means you are not part of the same organization as him. Also the other choice is "The Sunspears will get to the bottom of this.". This means the Sunspears are another organisation that will look into it. Sorry, if I'm not clear, but it's hard to explain.
