Okay, this has been in my head for a bit, I wanted to jot it in public domain for all to toss flaming kittens and bags of random junk at...
Effectively, I want to take Ascalon Arena, Shiverpeak Arena, Shing Jea Arena, and Sunspear Arena, do away with the emptiness we got, and re-create a new format using existing mechanics.
IMO, there are solely two reasons why these arena maps are empty: 1) The level cap. 2) There's four of them which is practically the same thing. My suggestion removes both. And then some.
The outposts will remain, but be linked (akin to how the missions Vizunah Square and Unwaking Waters; or how the FA/JQ/AB outposts are linked) - that is, you can go into Sunspear Arena, no one else there? Hit enter anyways! So long as there are enough people in the collective four outposts, there will be a match! Also the reason for keeping these four outposts is so that we don't have (another) arena-closing where the outposts are used for nothing. ~_~ If you didn't know, I hate made and unused content.
Why all four outposts? Simply because they're all dead. A new format would make them more dead.
Also, I'd like, if possible, for a new outpost to be made out of the map of Training Arena, akin to how Ascalon Arena is set up (the outpost being to the north), so that there would be an easy way for PvP-only characters to get to ("wait, they're all level 20?" - I'll get to that further on). I, at least, would love to see the Training Arena map and Ascalon Academy map in this format.
The idea of the maps used is to keep the "introductory" and "beginner" feel that the four arenas have, but adding two more - at least (I wouldn't mind seeing Ahmtur Arena, Broken Tower, Sacred Temples, and Scarred Earth, so I'd add them personally - though they would break that feel).
That helps reduce the population problem - in terms of splitting the player-base for, effectively, the same thing.
Regarding format (this is where I'd probably get the biggest amount of "change this!" feedback): I figured this could either be a 6v6 with random teams (it seems to me that the easiest kinds of maps to get into would be random team forming; I may be wrong). Also, 6v6 appears to me to be the least common set up, allowing this to have a bit more uniqueness to it.
So what keeps this from being a copy of Random Arenas? Simple: I want to keep the feel of a "beginner" arena. Likewise, I want everybody to be on equal footing. In the current beginner arenas which this would replace, there are multiple imbalances; the two main ones being level differences (1 to 10, and with one, 1 to 15) and skill limitations (people can get ran, go to other continents, and come back and have skills from all games but EN unlocked - except for Shiverpeaks Arena, which is all games).
To fix this, I propose the following rules to the format:
Firstly, regarding the skill usage: Like currently, lock all elite skills; also, unlock all normal (read: non-elite, non-PvE-only) skills for all games, even if they're not owned. This is done for because it allows complete equality in skill options in both that people cannot go forward and come back with better skills and it prevents games owned from being an issue.
Secondly, remove the level cap. ("this is what you meant by further on? This isn't beginner arena anymore!" - Yes it is, let me explain) Instead of a level cap, make a new version of Journey to the North - or really, any disguise like those in Costume Brawl or the BMP-like missions. Set attributes, health, energy, etc. based on weapons one uses. But rather than setting it to being level twenty... Set it to level ten. Why ten? Simple: So that those who are more veteran-ie (i.e., most people) can have some fun in this format too. This goes with the second idea of locking elite skills: It renders most people weaker than how they usually are, forcing them to come up with more ways to fight.
This format is meant to allow advance players to play as if they were newbs again while the ability to use any non-elite (and, of course, non-PvE-only) skills allows to keep a wide range of skill potential - it also prevents a outclassing via some people not having so many skills compared to others (i.e., a level 4 fresh from Pre-Searing enters, and a level 20 who's unlocked every skill enters - these two will be on par, as they have the same attribute levels, same skills unlocked, and so forth).
There are two main points to this suggestion: 1) To put a use to the four outposts which are pretty dead nowadays and 2) to allow people to play as low-levels again.
Additional: Add NPC(s) akin to the Kurzick Recruiter and Luxon Diplomat to act as a way for PvP-only characters to have access to this format. This is to be done if a new outpost for the Battle Isles cannot be made (don't use the TA map, as that would be out of place imo, it would be better to turn the Training Arena into an outpost).
