1/7 chance and searing flames accomplishes it with a definite result and 2 second recharge. Removing a stance is always a negative clause and as health degeneration is completely counterable I don't think it's that OP at a 1/7 chance. I'll say the other 6 have a 15% chance and burning gets the remaining 10%. -- Spawn
