Simply put, hammer mastery in PvE is simply not worth taking because of how unimportant shutdown is most of the time and how important the extra armour and bonuses shields give. Any niches that hammer had about pinning down a single target with knockdown spam has been trumped by Brawling Headbutt. Ultimately, hammers need a good load of changes made to them in PvE to make them worth it. Unfortunately the best solutions are probably the most impractical, such as changing the attack speed or number of targets struck for PvE only. However, this problem is not beyond the reach of Skill Splitting (This list is incomplete and will be added to):
Dwarven Battle Stance(PvE) 10 20 Elite Stance. (5...10...11 seconds.) You attack 33% faster. Interrupts actions if you attack with a hammer.
Simply remove the ending condition and allow skills to be used whilst pummelling things, giving hammers a much needed IAS.
Earth Shaker (PvE) 8 Elite Hammer Attack. Knocks down target and adjacent foes and inflicts 15...51...60 damage to adjacent foes. 50% failure chance unless Hammer Mastery is 5 or more.
Obvious modification to this skill.
Crushing Blow (PvE) 5 4 Hammer Attack. Deals +1...16...20 damage. Inflicts Deep Wound condition if target foe is knocked-down (5...17...20 seconds).
A recharge buff for versatility.
Crude Swing (PvE) 5 1 5 Hammer Attack. Attack all adjacent foes for +1...16...20 damage. You have -40 armor while using this skill.
A quick activation to make better use of this skill and to mitigate the armour penalty.
Mokele Smash (PvE) 5 6 Hammer Attack. Deals +5...17...20 damage and you gain 2 strikes of adrenaline.
Bring down the recharge on this should essentially buff the entire hammer mastery discipline, giving you quicker access to those powerful knockdowns.
Belly Smash (PvE) 5 1 10 Hammer Attack. Inflicts Blindness condition to adjacent foes (3...9...10 seconds) if target foe is knocked-down.
AoE blinding is useful utility in PvE, but with that absurd recharge it will never see the light of day.

Staggering Blow (PvE) 6 Hammer Attack. Inflicts Weakness and Cracked armor conditions (5...17...20 seconds).
Considering how easy weakness is to apply for necromancers, this skill needs a bit more, Cracked armour can drastically boost the damage output of hammers, and also open the way for the often fatal Body Blow.
Overbearing Smash (PVE) 8 Hammer Attack. Causes knock-down. Unblockable if target is weakened. If this attack fails to hit, you are knocked down.
The original functionality of this skill is a bit pants, so it's been given a bit of a rework into a more general purpose knockdown skill. Not so sure about the power of it though, might be too much, even in PvE.
