Final Balance Update for the Ranger - PvE only[edit]
Goal / Attempt: Make the Ranger great again! Making the Ranger a class that is not only suitable for farming / SCs (like current meta). Means: Increasing damage with a bow, reducing activation and recharge times for spirits and some other tweaks and amplifications.
Primary attribute[edit]
Adding a secondary Pve-only effect:
New Expertise : For each rank of expertise, the Energy cost of all of your attacks, Rituals, touch skills and Rangers skills are decreased by 4%. In PvE,your preparations,shouts and stances last 3% longer for each rank of expertise.
Expertise[edit]
Expert Focus 10 2 12 Preparation. Increased duration and values to: (30 seconds.) Your bow attack skills cost 1...3...3 less Energy and do +5...17...20 damage.
Glass Arrows
5 2 12 Elite Preparation. Increased duration and values to: (10...38...45 seconds.) Your arrows deal +10...26...30 damage. Inflicts Bleeding condition if blocked (10...18...20 seconds).
Infuriating Heat
5 ¾ 15 Elite Nature Ritual. Decreased activation time to 3/4 seconds.
Whirling Defense
10 0 45 Stance. Decreased recharge time and increased duration: (10...22...25 seconds.) You have 75% chance to block. Deals 5...13...15 damage to adjacent foes whenever you block a projectile attack.

Body Shot 5 0 8 Bow Attack. Increased damage and changed prerequisite for energy gain: If this attack hits, you deal +5...21...25 damage. If it hits a foe with Deep Wound, you gain 5...9...10 Energy.
Burning Arrow
10 0 5 Elite Bow Attack. Increased burning duration: Deals +10...26...30 damage. Inflicts Burning condition (1...8...10 seconds).
Favorable Winds
10 ¾ 30 Nature Ritual. Increased energy cost to 10, decreased activation time to 3/4 seconds and recharge time to 30 seconds.
Focused Shot
5 0 1 Bow Attack. Decreased recharge time to 1 second, increased damage and removed disabling animal companion attack skills : Deals +10...26...30 damage. Your other attack skills are disabled (5...3...3 seconds) if this attack hits. Animal Companion attack skills are not disabled.
Keen Arrow
5 0 6 Bow Attack. Increased damage to: Deals +5...21...25 damage. Deals +10...26...30 more damage if you land a critical hit.
Needling Shot
5 ¾ 4 Bow Attack. Increased damage and removed the effect, which disables other attack skills: Fast-moving arrow. Deals 10...34...40 damage. Recharges instantly if target foe is below 50% Health. Your other attack skills are NOT disabled anymore.
Penetrating Attack
10 ¾ 4 Bow Attack. Increased damage and armor penetration: Deals +10...26...30 damage. 20% armor penetration.
Power Shot
15 ¾ 4 Bow Attack. Increased energy cost to 15 and recharge time to 4 seconds, added activation time of 3/4 seconds: Target foe takes +15...39...45 damage.
Prepared Shot
5 0 6 Elite Bow Attack. Increased damage and energy gain: Deals +10...26...30 damage. You gain 1...12...15 Energy if you have a preparation active.

Conclusion[edit]
The Ranger in PvE? A joke, a laughing stock. The first thing that needs to be done (honestly it needed to be done way back when the Rit got his balance update) is to drastically reduce the casting time of spirits (and of course some of the recharge times). Secondly, something needs to be changed / re-balanced so that Rangers in PvE can deal damage with bows. And the third part would be to increase the power of a pet in actual combat. Last thing would be to make the Ranger unique through giving him a secondary effect to his primary attribute, which is to increase the durations of his main tools (stances and preperations). So I hope I managed to adress all these things.
