Reverse Hex is pretty useless, when monks have 5e alternatives that accomplish the same primary goal.
However, the only skills that counter noob hex spamming are Convert Hexes, which is expensive and is on a longer recharge than said spamming, and Peace and Harmony, which requires you to be monk primary and to not use WoH/RC/LS. Reverse hex, along with other bad hex removals, can be altered to counter the hex-spamming strategy that has caused pvp to be boring and unfun for years. Here are some examples:
5 1 30 - "Remove a hex from target ally. If that ally is still hexed, that ally gains 5...41...50 health and this recharges instantly."
10 1 15 - "Remove a hex from target ally. For each remaining hex on that ally, you gain 1...6...7 energy."
5 1 20 - Moved to smiting. "Remove a hex from target ally. If that ally is still hexed, that ally is enchanted with ~ for 20 seconds. The next time that ally would be hexed by a foe, that foe takes 5...65...80 damage instead and this ends."
5 1 20 - "Remove a hex from target other ally. Each party member gains 5...25...30 health for each remaining hex on that ally."
