Altough Anet stated that they are not going to introduce new content in GW1, one can still hope for it so I am going to approach this as a serious suggestion meant to improve the ranger. I agree about your opinion of the ranger's bow attacks, spirits, traps and the pet and that the ranger is in need of some changes to his skill. You said that you want to return honor, pride and dignity to the ranger but looking at your suggestion I don't see how these changes will allow the ranger to see more play.
The biggest problem the ranger currently has is it's primary attribute Expertise. All of the ranger's skills have been balanced around the cost reduction of Expertise forcing the ranger to invest a huge amount of points into it's primary attribute. Many bow attacks have been nerfed in the past due to the effect of expertise resulting in high cost/weak effect and horribly balanced bow attacks. The only thing you have been doing with the bow attacks is adding damage, and just adding damage won't make the ranger better. Making some bow attacks' second effect require a pet is a nice idea but the effects you gave them have little synergy with the pet skills, for damage there are better alternatives and it won't motivate players to take a pet with them. But if the pet wants to see some play again, the whole pet mechanic and the skills around it need to be changed.
Now for the constructive part.
- Precision Shot and Body Shot: these 2 are clearly meant to synergize with each other and a more reliable deep wound is something the ranger can use, however you made Precision Shot overpowered for a non-elite skill. Deep Wound itself is already very effective so keeping the damage at 3...9...10 would be a lot more balanced, right now it's damage potential is around that of Eviscerate. For Body Shot I also advice a small damage reduction, 5...17...20 and improve the energy management instead making it a 5...13...15 energy gain instead of 5...9...10.
- Broad Head Arrow: the problem of this skill is that it's a slow moving arrow that is easily dodged and has an absurdly powerful effect when it hits, even without the damage it can fully shut down any caster. The result of such a power is a high energy cost and a high recharge. Broad Head Arrow would see better play if the cost and recharge are reduced and the making the daze conditional to the interrupt. Simply said an elite Concussion Shot that is more energy efficient.
- Crippling Shot: make sure you make a PvE/PvP split for this skill if you are going to add damage to it.
- Focused Shot and Screaming Shot: like I said earlier, adding damage on pet requirement won't motivate players to take a pet. For Screaming Shot the bleeding is actually a good condition since it allows you to meet the requirement for Scavenger Strike. For Focused Shot, thing about what the ranger is currently missing on pet utility instead or how it can improve the capabilities of your pet instead of letting you deal more damage. Or give it a function that benefits both you and your pet at the same time.
- Power Shot: 15 energy and 20 energy are definitely a no-go for a pure damage bow attack. If you want it to deal a large amount of damage why not make it a +10...34...40 damage attack like Power Attack. Just be sure to keep the cost at 10 and the recharge at 8, without the fast activation.
- Quick Shot: reduce the expertise requirement to 6, 12 is overkill.
